There are some good subreddits for this, where you reach out to people and then most people go and continue chatting on other places like discord or whatsapp I recommend r/makenewfriendshere and r/needafriend both are supposedly platonic subreddits, nsfw and relationship posts are against the rules but in general female posters get more responses than male either way The latter of the two.
