I think it's kind of reductive to just say kallen does/doesn't love lelouch, it's a complex relationship Lelouch never really confides in her except for maybe the literal scene before the betrayal and then it's too late while kallen can never seem to truly trust lelouch, case in point holding him at gun point in r2 episode 2 or her actually. Kallen is way more involved in the show, constantly doing things, but she doesn't get tangled up in geass so she just misses like 80% of the big twists or is only involved in the aftermaths. At the end of season 1, lelouch flees the battlefield to save his sister When kallen realises zero is lelouch, she realises he doesn't care about the black knight fight, because for him the only thing worth fighting for is nunally For him, they are just a mean to an end
Kallen is a soldier, she needs a leader who can win against britannia, but also one she can trust Theresa was born in march 1972, with the purpose of bringing kallen back but of course, the experiment itself went bad because theresa couldn't grow but it is needless to say that kallen's soul resided within theresa and this is visible in the chronicles within the game. If mihoyo themselves view kallen's and otto's story as the cowherd and the weaver, then it would imply that kallen did love otto romantically its just that it wasn't fated to be. Based on what i saw (tree growing instead of going back) and the way dome cracked I think otto actually sacrificed himself to bring everyone in the dome to the current timeline So it's not a alternative universe

In my opinion otto and kallen are made for each other,otto was the voice of reason for kallen who was stubborn,and. Through zero/lelouch, kallen experiences the best and the worst of the world and its people He shows her she has the potential to fight, and even gives her the means to realize that potential, but also utilizes her and her comrades Due to this, kallen thinks herself to be loyal to zero, but she doesn't know what she wants is not the same as him.
