Short title.—this act may be cited as the ‘‘comprehensive addiction and recovery act of 2016’’ The comprehensive addiction and recovery act (cara) establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery This provision authorizes $200 million for each of fiscal years 2019 through 2023 The original authorization for building communities of recovery in cara 2016 was $1 million for each of fiscal years 2017 through 2021.
