In one of capcom's presentations, they literally say that they worry that mods might provide a false idea of what the game is about and that it might hurt their sales. Well, chun has an official nude scene, tifa doesn't Though tifa has a better resume of comics and doujins from aeolus06, ohkura bekkan and loverevo. Woild be nice if the street fighter franchise still had scenes like that.
