The dallas zoo is privately run in public property and has, iirc, three rides for children in one small area of the zoo The zoo also claims to be covered by the exemption for schools. Ignoring for a moment the zoo's admission fee/alcohol serving status, is one be able to legally carry on public property/in publicly owned buildings.
